Most Class A amps only have a single power valve and so, of course, you don’t normally need a balanced ECC83 in the ‘phase splitter’ position. However, the Peacemaker 60 has two power valves.
So although the last preamp valve isn’t acting as a phase splitter (that is for a class AB amps) the two halves of that valve each drive one output valve and so it IS advantageous to have both halves of the phase splitter valve matched in gain. That’s why we include it in this kit.
